This is Japan's first stamp that can be used as a stamp with 10 sen printed on the mount. The purpose of issuance is to solicit small savings. The person depicted is Kinjiro Ninomiya (Ninomiya Sontoku: Takanori). He was a medieval, agricultural politician, and thinker in the late Edo period, and was a model of the prewar Japanese who had studied and succeeded from farmers.
