人権宣言15年 1963年（昭和38年） 12月 10日発行 世界人権宣言は、「あらゆる人が誰にも侵されることのない人間としての権利を生まれながらに持っている」と表明したもの。 その権利を、誰でも、どこでも、いつでも享受できるために、すべての国、すべての人が守らなければならない、最低限の共通基準として、1948年に定められた。切手は、世界人権宣言制定15周年を記念して発行され、世界人権宣言のシンボルマークがデザインされている。

The Universal Declaration of Human Rights states that "everyone has a natural right as a human being that is not invaded by anyone." That right is the minimum common standard that everyone, every country, must follow in order to be able to enjoy it anytime, anywhere.It was established in 1948. The stamp is issued to commemorate the 15th anniversary of the establishment of the Universal Declaration of Human Rights, and is designed with the symbol mark of the Universal Declaration of Human Rights.
