In September 1965 (Showa 40), the "Japan-Korea Basic Treaty" was signed. Under this treaty, Japan abandoned the infrastructure, assets, and rights left on the Korean Peninsula, and provided funds for more than two years of South Korea's national budget at that time to establish diplomatic relations between Japan and South Korea and Japan's economic cooperation with South Korea. , Japan's claim to South Korea and South Korea's claim to Japan were completely and finally resolved, and the normalization of Japan-South Korea relations based on them was agreed. Against the backdrop of the Cold War at that time, the United States mediated the negotiations between Japan and South Korea to conclude this treaty. Japan has agreed to waive their claims to South Korea in the form of granting $ 300 million free of charge and $ 200 million for a total of $ 500 million to South Korea. South Korea has evolved from the poorest country with the construction of Pohang General Steel, Soyang River Dam, Gyeongbu Expressway, Hangang Railway Bridge, Lingdong Thermal Power Station, etc. with the claims and subsidies received from Japan.
The stamp was issued to commemorate the 20th anniversary of the conclusion of the Japan-Korea Basic Treaty, and is designed with "Mukuge no Hana".
