世界コンピューター会議・医療情報科学国際会議 1980年（昭和55年） 9月 29日発行
IFIP(International Federation for Information Processing)は1960年４月、国連ユネスコ提案で組織された情報処理国際連合で、日本の情報処理学会と関係深い組織であり、1980年日本で世界コンピュータ会議（WCC）を開催した。日本医療情報学会は、1980年に東京で第３回世界医療情報学会（MEDINFO 80）が開催されたのを期に設立された 。医療情報に関心を持つ全ての研究者及び実務担当者の学術交流の場である。
切手は、両会議の東京開催を記念して発行され、「集積回路」がデザインされている。
