第16回国際看護婦（看護師）協会大会 1977年（昭和52年） 5月 30日発行 看護史では，1899年を International Council of Nurses （国際看護婦協会）設立年としている。エセル・ゴルドン・ベッドフォード・フェンウィック夫人（Mrs. Ethel Gordon Bedford Fenwick）が，この組織を提唱した．アメリカでは婦人の平等を主張する声が高まり，1888年3月、ワシントンD. C. で第1回国際婦人会議が開かれた．切手は、1977年5月に日本で開催されたこの大会を記念して発行され、看護師の国際交流がデザインされた。

The history of nursing, 1899 is the year of establishment of the International Council of Nurses. Mrs. Ethel Gordon Bedford Fenwick proposed this organization.
In the United States, there was a growing voice for women's equality, and in March 1888, the 1st International Women's Conference was held in Washington, D.C.Stamps were issued in commemoration of this competition held in Japan in May 1977, and designed for international exchange of nurses.
