日本の鉄道は1872年（明治5年）に開業したが、日本最初の蒸気機関車はイギリス製車両だった。1913年以降、日本のオリジナル設計による蒸気機関車が登場した。貨物用9600形と、旅客用8620形だった。両機関車は国内民間メーカーで生産され、蒸気機関車国産化体制が整った。
切手は鉄道開業後100年間に製造された蒸気機関車を10両デザインして発行された。

The Japanese railway opened in 1872 (Meiji 5), but Japan's first steam locomotive was a British-made vehicle. Since 1913, steam locomotives designed by Japan have appeared. It was the 9600 type for cargo and the 8620 type for passengers.Both locomotives were produced by domestic private manufacturers, and the system for domestic production of steam locomotives was established.
Stamps was issued by designing 10 steam locomotives manufactured 100 years after the opening of the railway.
