第16回万国郵便大会議 1969年（昭和44年）10月 1日発行 第1回万国郵便大会議は、ドイツ人シュテファンにより1874年スイスのベルンで開催された。この会議には22か国が参加し、10月に「郵便条約」が締結された。これを記念し、万国郵便連合創立記念日が設定されている。条約は1875年7月に施行され、加盟国間の流通郵便物は、原則として均一料金となった。日本の条約加盟1877年6月である。郵便大会議は5年毎に開催。第16回大会議は、1969年10月東京で開催された。切手はこれを記念して発行され、大会シンボルマークとハト、そして3種の文を読む男女の浮世絵がデザインされた。
16th Universal Postal Union Congress Issued on October 1, 1969 (Showa 44) The 1st Universal Postal Conference was held in Bern, Switzerland in 1874 by German Stephan.Twenty-two countries participated in the conference, and a "postal treaty" was signed in October. To commemorate this day, the anniversary of the founding of the Universal Postal Union has been set. The treaty came into force in July 1875, and as a general rule, mail distributed between member countries has a flat rate. Japan joined in June 1877. The postal conference is held every five years. The 16th Grand Conference was held in Tokyo in October 1969.A stamp was issued to commemorate this, and the UPU symbol mark, pigeons, and three types of ukiyo-e prints of men and women reading letters were designed.
